The Scottish Government offices on Victoria Quay were designed by RMJM Architects.
The building is faced by Commercial Quay on the west side, a modern conversion of warehouse buildings into boutiques and eateries, while Victoria Quay, still a wet dock although unused and cut off from the sea, lies directly to the east.
